By amending the Ministerial Decision, issues are covered and deficiencies that arose during the implementation of the existing framework are regulated
The Ministry of Environment and Energy put the new Ministerial Decision on the development, installation and connection of self-consumption stations and the utilization of cheap energy from Renewable Energy Sourceswith the aim of organizing the self-consumption sector.
As the ministry notes:
For the first time, the possibility to install:
- small photovoltaic systems with a maximum power of up to 800 Watt (“photovoltaics on the balcony”),
- of individual electricity storage systems, exclusively for meeting own needs, without injecting electricity into the grid, with clear safety valves to protect the grid and electrical installations.
In addition, the reform that follows N 5299/2026 for the promotion of energy from Renewable Sourcessimplifies, clarifies and fully defines the procedures for the implementation of all self-consumption schemes and sets the terms and conditions for adding storage systems to self-consumption stations. At the same time, it expands and simplifies the possibility of participation of citizens, businesses, farmers, Local Government Organizations and Energy Communities in the energy transition and creates the conditions for greater energy autonomy and reduction of energy costs for consumers.
Strengthening energy democracy, through self-consumption, is a key priority for the government. Energy democracy means enabling more and more households and businesses to harness the sun, produce their own clean energy and reduce their energy costs, with self-sufficiency, control and contribution to a more sustainable and clean energy model. The support of the state and the response of citizens are reflected in the 37,407 self-consumption systems put into operation from 2020 to date, with a total power of 1,070 MW, with significant participation of households and businesses, compared to the period 2015-2019, when only 1,772 systems with a power of 36 MW were put into operation, which proves the dynamic development of the institution in the country us.
With the amendment of the Ministerial Decision, issues are covered and deficiencies that arose during the implementation of the existing self-consumption framework are regulated, while greater flexibility and new possibilities are offered to consumers.
In particular:
- the procedures for applying and clearing self-consumption schemes are clarified,
- the development of collective self-consumption is facilitated, such as in apartment buildings and housing complexes, as well as the development of stations by a third party for the benefit of the self-consumer,
- the possibility of representing consumers participating in self-consumption schemes from different suppliers is introduced,
- it is permitted, under conditions, to switch between different self-consumption schemes and the participation of a supply in more than one station,
- transitional provisions are foreseen for the existing self-consumption stations, so that the transition to the new framework can take place smoothly, without additional costs for the self-consumers and with a direct financial benefit from the stations.
The new framework is accompanied by important modernization interventions, which make it easier to serve citizens. In this context, the installation of “smart” meters is accelerated for all those who choose to join self-consumption schemes and the Electronic Self-Consumption Register is being implemented, aiming to digitize the procedures for the flexible and direct exchange of information between the entities involved.
With the new Decision, self-consumption becomes more accessible, simpler and more efficient for everyone. The new framework gives more choices to households and businesses, strengthens the energy autonomy of consumers and contributes substantially to energy democracy and the reduction of energy costs.
